The Village of Franklin held three (3) public hearings and its regular board meeting on April 13, 2026, at the Village Hall office (141 Water Sheet) at 7:02PM. Present: Mayor VanDeusen, Trustee McLean, Trustee Martin, Clerk/Treasurer Niebanck, Deputy Clerk Martin, Superintendent Kingsbury and guests recorded on the sign-in register. The meeting was streamed and recorded on the video platform Zoom.
Public Hearing for SEQR: Lindsay from Del Co Eco Development completing SEQR forms for RestoreNY grant for two buildings on Main Street. Nothing is changing, will need building permit from Village of Franklin, commercial usage, remodeling is only work to be done, will follow existing requirements (she reviewed other questions on SEQR form). Guest Questions: timeline to complete? They have 1 year and a few months to complete. What if an applicant cannot go ahead with the project? It is reimbursement project. Could Village take over the project? Hypothetically it could happen that way.
Public Hearing for Budget: proposed budget for 2026-2027 was reviewed and open to questions. No questions.
Public Hearing for Wayne Bank BAN: Mayor read proposed resolution for a Bond Anticipation Note to pay for Water Street Repairs. No questions or comments.

Superintendent’s Report: Installed new meter at 53 Main; Town is doing grant for new salt shed
and would like Village support (shared service); street sweeping was completed today; truck is
going into the shop for work; tubes for trees down near well need to be picked up; lawn tractor
may need to go to White’s for repair.

Tabled Items: Water meter grant; Main Street crosswalk
Water Street Repairs: Met with contractor on Thursday for repairs and regrading. There will be
drainage improvements and catch basins. Road will be crowned. Turn around will be put in and it
will likely be designated a fire lane/emergency access. Work will start this week.

NOTICE OF ADOPTION OF RESOLUTION SUBJECT
TO PERMISSIVE REFERENDUM
NOTICE IS HEREBY GIVEN that at a regular board meeting held on the 13th day of April, 2026, the Board of Trustees of the Village of Franklin duly adopted a resolution, an abstract of which follows, which resolution is subject to a permissive referendum pursuant to Section 36.00 of the Local Finance Law of the State of New York.
The following is a summary of a resolution adopted by the Board of Trustees of the Village of Franklin on April 13, 2026. Said resolution authorizes the issuance of a statutory installment bond in an amount not to exceed $155,000.00. The said resolution shall be used for the specific purpose of repairing and regrading Water Street. The period of probable usefulness for said purpose is ten (10) years. A copy of the resolution summarized herein is available for public inspection during normal business hours at the Office of the Village Clerk/Treasurer, located in Franklin, New York.
